This is totally normal. Threads marked as global announcements show up in all sections of the forum, even if it happens to be a Fed thread. You can't access it because, while it shows up due to mechanics, you do not have Fed access, only SHIELD access.

You're always welcome to come over from USWP and join us :).

Almost all Global Announcements are just Fed business. Just for Feds


Anything that relates to SHIELD will be the SHIELD forums which you have access to.
