Weird Bugs Empty Weird Bugs

So I looked to my right while sitting here in Fremont, Indiana and what I saw kind of shocked me

It's a lime green body with black stripes, has very small spider type legs and has a long skinny tail with a metallic blue bulb on the end of the tail ... anyone know what this is?
