Unfortunately, to gain access to that thread, you need to go through our security process, which is not instantaneous and will likely last until the end of the hunt, as we have locked access for the upcoming CP Primary.
If you do want to participate tho, here is the list:

6) Fight in an allied battle in eRep

8) Donate any items to the Fed AHH Program
9.) Take part in an active forum discussion.
10.) Welcome a New Fed to the forums.
11.) Post P/H in a non Fed article.
12.) Vote up DoD orders
13.) Find another Fed's profile with the same first letter as you
14.) Vanek responding to/quoting you
15.) Answer a question in Trivia before the first hint
16.) Apply for a party job
17.) Prank call the AMP radio show
18.) Call into the Fed Radio Show
19.) Write an in-game article containing an interview of a national figure
20.) Screencap of you gaining a rank level in eRep
21.) Screencap of you gaining a Super Soldier in eRep
22.) Track down Oblige and troll him with whale pics in IRC
